Sidosteuropa, ein Begriff, der mit dem in die- sem Zusumnmenhang diffamierenden »Balkan« nicht $leichgesctzt werden kann, ist politisch, wirtschaft- lich und kulturell Sesehen, eine bunte Mannigtaltig- keit aufstrebender Krifte, die in zwanzigjahriger Ireier Entialtung ein Gebilde enstehen liessen, des- sen Generalnenner »Aufschwung« heisst. Ein Auf- schwung, der aus eigener Kraft geleistet wurde, der aber in dem weiten Raum, iiber den er sich erstreckt, auch fremde Krafte zu bmden vermag: Der _Ministerprisident des Kčnigreiches Jugosla- vien, Stojadinović, hat einmal gesagt: »Wir be- Šriissen fremdes Kapital und fremde Krafte, wenn sie zu uns kommen und uns helfen, wenn sie als Freunde kommen und nicht als Ausbeuterl« Dieses Kangzlerwort kennzeichnet nicht nur die Denkrich- tung Jugoslaviens, es kann als Ausdruck der all- gemeinen — Empfindungen stidosteuropaischen Raum auigefasst werden, Die wirtschaftlichen Interessen des siidosteuro- Pdischen Wirtschaftsraumes erheischen ein wohl- tiberlegtes Abw&4gen der vom Ausland hereinwir- kenden Krifte und Moglichkeiten. Kapitalinvesti- lionen der Weststaaten stehen der giinstigeren geo- Politischen Lage Deutschlands und Italiens gegen- iiber, grosse Kredite ebenso grossen Warenliete- tungen, Monopolstellungen soll und wird es in Stidosteropa nicht geben. Der noch unerschlossene Reichtum der Linder Siidosteuropas, der in solcher Fille und Konzentration kaum anderswo in Europa Vorhanden ist, die weiten Gebiete und mannig- fachen Moglichkeiten lassen eine Monopolstellung auch iberflissig erschienen. Es kann sich nicht da- rum handeln, eine Wirtschaftsposition auf Kosten eines Anderen auszubauen. PANORAMA From the mountains _of Slovenia to. the -ports of the Black Sea, from the Danube landscape to Dal- matia s blue Adriatic, from the Pruth to the Jonic Islands far over the spires of the minarets on the Gol- den Horn stretches the variagated bounty of pheno- mena which constitute South-Eastern Europe. The tourists from the well-kept steamers admire the classic beauty of the South; in up-to-date autocars, speeding along good roads they visit the wonders of Nature and Art, the places of a great past and disap- peared culture. However overwhelming and varie- gated this panorama may be, it cannot rival with that which contains the following prosaic but none- the-less world-shaking names: petrol and copper, coal and bauxit, iron ore and lead, railways, che- mistry, agriculture and industry, mining and banks. In this panorama there are, it is true, no Baedeker asterisks, such as these: trade treaty negotiations, industry obligations, export promoting and pro- sperity. Whole libraries tell the histories of the peoples and landscapes, of the South-East Euro- pean territory, from the wanderings of Ulysses till the most modern love and holiday ro- mance under the palm-trees of Dalmatia, but a small shelf would suffice to contain the far more exciting and fascinating history of the economic and, before all, the industrial development of the South- East European economic territory, written up to the present. Agriculture was in this economic territory, for a long time the ruling form of South-East European economic expression, and will remain without doubt in future, too, its most important pillar. The beginning of industrialisation in South-East Europe can be traced mediately and immediately to agri- culture. While the industry enterprises of post-war times, originating accidentally rather than system - atically, did not substantially change the general outlook of the national economies in South-Eastern Europe, the whole changed at one blow, when at the end of the twenties the prices of agricultural goods suddenly broke down. What was up to that time only chance, trials and games now became hard unrelenting necessity, system and aim. The industrialisation of South-East Europe was born. At first industry was limited exclusively to the production of articles of consumption, and these branches for a lenghty time were considered the most important. The need was decisive, and able artisans, accustomed to work with the most pri- mitive tools, facilitated the building up of an efli- cient textile industry for supplying the people's need. with those fabrics and clothing articles which were most in demand. Export ambitions at this stage were totally excluded and the industry which work- ed by means of _ machinery imported dutyfree Irom Czechoslovakia provided nearly exclusively lor the needs of its home country. In addition to the textile industry the demand for household utensils was rather important and added a new impetus to the pottery trade, particularly in Yugo- slavia and Bulgaria. The big progress along the road of industriali- sation, however, began in the year 1935, when the tide of agricultural recovery ccincided with the increased demand for animal, vegetable and miner- al raw materials. It was only then ihat they be- gan the systematic exploaitation of the raw mater- al stocks and the building up of heavy industry lactories. Ihis new era can be demonstrated by the development, for example, of Yugoslavia,, which development — with certain variations — is characteristic for the whole of the economic territory in the South East of Europe. The world demand for ores and raw materials became so intensive in the years 1935 and 1936 that 1t intruded into the lowlands and mountain valleys of the Morava, Drina and Save rivers, on - whose banks industrialisation had already begun, but in no way sufficient to meet the new demands. Nearly every kind of mineral and many animal and vegetable raw materials were at hand, not yet, however, accessible _ by the means and methods then in use. The urgent demand for raw materials enticed foreign capital, and the home agriculture, quite scund again, after a lenghty time of depres- sion, placed its demand into the foreground: these impulses, before all, favoured the building up of an efficient industrialisation. The episode of Italian Sanctions was quickly balanced, and today the questions ot capital and further development of industry form no problem at all for the Government leading industrialisation. Agriculture becomes intens- itied slowly but systematically, the country is made more and more accessible by means of excellent trade-routes, and industrial exploitation of the abundance of minerals is one of the main goals of the new efforts. Big companies were founded, e. g. the »A. G. Yugcslavian Steel«, French and English mining com- panies, — Mines de Bor and Treptca, for example, — began to work off their orses in the country. a machine industry was initiated, manganese and cop- per ores, pyrites, gold and silver were made accessi- ble and were worked on the spot. Wood and timber economics began — especially after the Sanctions — to build up again its position; culture of indu- darum, die schopterische — Erschliessung — neuer WirtschaftsmGglichkeiten f6rdern zu helfen, die keinen der Partner handicapt. Wir setzen uns dafir ein, dass den wirt- schaftlichen und handelspolitischen Gegebenheiten und RBediiwfnissen Siidosteuropas Verstandnis ent- gegengebracht wird, dass gegenseitiges Vertrauen die Grundpfeiler des Handelsverkehrs bilden, dass die Selbstandigkeit und Souveranitat der wirt- schaftspolitischen Entschliissse jedes Staates und jedes Handelspartners in Siuidosteuropa gewahrt bleiben, wobei wir uns als Ziel unserer Bestrebun- gen die Erreichung des herzlichsten und innigsten Einvernehmen der Staaten und Krafte Sidosteuro- pas zu gedeihlicher Zusammenarbeit gesetzt haben.
